II. McClure Foundation Information

The J. Warren and Lois McClure Foundation, a supporting organization of the Vermont Community Foundation, was established in 1995 to continue the tradition of project-oriented, collaborative philanthropy practiced by the McClures. The McClure Foundation focuses its grantmaking on improving access to higher education by funding the strategies highlighted in its Postsecondary Education report.

III. Glossary of Terms

Opinion Piece: This is High School Today — Armando Vilaseca, Vermont Secretary of Education

"...High school education today should not be limited to the "school building" but rather high schools should be the conduits for expanding learning and opportunities. This includes virtual learning, internships, dual enrollment, applied learning and aligning graduation requirements to the needs of the state and the country... it is time to make high school more relevant for students and PLPs and dual enrollment are two very effective tools that we can offer our kids."

  • Blended Learning — A formal education program in which content and instruction are delivered both in a traditional classroom setting and through virtual learning.
  • Career & Technical Education (CTE) — “Courses and programs for students and adults to help them gain the skills, technical knowledge, academic foundation and real-world experience they need to prepare for high-skill, high-demand, high-wage careers—and keep Vermont working—in every sense of the word.”
  • Common Core State Standards (CCSS) — The CCSS Initiative is a state-led effort to establish a single set of clear educational standards for kindergarten through 12th grade in English language arts and mathematics that states voluntarily adopt. (Vermont is on board with English and Math, and now with Science standards as well.) The standards are designed to ensure that students graduating from high school are prepared to enter credit-bearing entry courses in two- or four-year college programs or enter the workforce.
  • College and Career Ready (CCR) —The ability to enter the workforce or to pursue postsecondary education or training without the need for remediation.
  • Dual Enrollment — Enrollment by a secondary student in a course offered by an accredited postsecondary institution and for which, upon successful completion of the course, the student will receive both secondary school credit and postsecondary credit (if the course is a credit-bearing course), per VAoE.
  • Early College — Full-time enrollment by a 12th grade student for one academic year in a program offered by a postsecondary institution in which the credits earned also apply to secondary school graduation requirements, per VAoE.
  • Flexible Pathways to Graduation — Any combination of high-quality academic and experiential components leading to secondary school completion and postsecondary readiness, which may include assessments that allow the student to apply his/her knowledge and skills to tasks that are of interest to that student.
  • Personalized Learning Plan (PLP) — An evolving plan developed on behalf of a secondary student by the student, a representative of the school, and, if the student is a minor, the student’s parents/guardian and updated at least annually. Developmentally appropriate and reflecting a student’s emerging abilities, aptitude, and disposition, the plan defines the scope and rigor of both the academic and experiential opportunities necessary for a student to complete secondary school successfully, attain post-secondary readiness, and be prepared to engage actively in civic life.
  • STEM — An acronym for the fields of study in the categories of science, technology, engineering, and mathematics. The term is typically used in addressing education policy and curriculum choices in schools from kindergarten through college to improve the nation's competitiveness in technology development.
  • Virtual Learning — Learning in which the teacher and student communicate concurrently through real-time telecommunication or online learning in which communication between the teacher and student does not occur concurrently and the student works according to his or her own schedule.
  • Work-Based Learning (WBL)  like internships and apprenticeships. A concept central to Wednesday's seminar!

IV. Public Institutions and Agencies Involved in Workforce Development

VT State Board & Agency of Education: Strategic Plan 2010-2014

Vision — Every learner completes his or her public education with the knowledge and skills necessary for success in college, continuing education, careers, and citizenship. The public education system provides flexible learning environments rich with 21st century tools that promote self-development, academic achievement, and active engagement in learning. It operates within a framework of high expectations for every learner with support from educators, families and the community.    

PreK-16 Council 

In 2010, the Vermont legislature created the Prekindergarten–16 Council (Council) to further the state’s policy ... to enable and encourage all Vermonters to acquire the post-secondary education and training necessary for the state to develop and maintain a skilled, highly educated, and engaged citizenry and a competitive workforce. The legislature also set the goal of ensuring that at least 60 percent of the adult population will have earned an associate’s or bachelor’s degree by 2020 (Act No. 133, Sec. 5, 2010 Session). In furtherance of these goals, the Council is charged with developing and regularly updating a statewide plan to increase aspirations and attainment of postsecondary education. V. Seminar Logistics

The Seminar will be held at the Executive Boardroom at the Capitol Plaza in Montpelier (100 State Street) from 8:45 a.m. to 2:00 p.m. Click here for directions to the Capitol Plaza. The last hour and a half of the event will be a funders-only discussion about the roles for philanthropy in this work. Free parking passes will be available at the Executive Boardroom the morning of October 9 and should be displayed on your vehicle's dashboard for the duration of the seminar.

For those traveling SOUTH to Montpelier on I-89: it is anticipated that there will be congestion and delays around exit 8 due to blasting and rock removal. Please allow for extra travel time that morning, as traffic is expected to be slow in and around town.
